Center-aligned cloud of elements.

Will require Quick Links to be restructured for this purpose; split them out from nav_quick_links.scss and leave only the nav-specific formatting there.

This will introduce some kind of generic nomenclature for common styling partials.

This in turn will require the structuring of panes to be revisited as they share common properties. margin will likely be put to a generic pane class, resulting in the element styling becoming style="pane pane_main" etc.

Current tasks that are split into their own issues:
