An issues icon akin to that of Github and Gitea is not available via ionicon. Closest things are icons with -circle-outline. The best icon however may be ellipse-outline which is just a circle, rather than a circle with a dot inside.

Otherwise, information-circle-outline could be used if I'm not worried about it being misleading.

Looking at Gitlab, the closest ionicon is wallet-outline. That again could be misleading, and it's not as common as the Github/Gitea issues icon.
